Independent Living Specialist

Independent Living Specialist (Non-exempt, 28 hrs/wk)  Victorville 

Reports To: Executive Director 

Position Summary: Following a strict philosophy of consumer control, Independent Living Specialists (ILS) provide Independent Living services to consumers with disabilities that include setting independent living goals and priorities and to select from various core and unique services available to reach a consumer desired independent living goal. The ILS will provide information and referral, IL skills training and support, (may include, but is not limited to housing, transportation, home maintenance, budgeting, nutrition, etc.) individual and systems change support, peer support and transition assistance on an as needed basis chosen by the consumer. They will also facilitate peer support groups, Living Well classes, conduct in home visits, community outreach and in-service/educational presentations. All staff will be cross trained in program services. 

Primary Job Functions 

Complete an intake assessment on all consumers; 

Develop an Independent Living Plan with specific, written, and measurable goals and objectives; 

Services you may need to support include, but are not limited to; 

  • Provide accurate information and referral (I & R) to external partners, as well as Documentation and follow-up; Make internal referrals as needed to the systems change advocate or assistive technology coordinator. 
  • Assist consumers with locating affordable and accessible housing; provide housing referrals, assist consumers with housing applications, and follow up with housing authority; 
  • Provide assistance in obtaining a personal assistant when needed, either through In Home Supportive Services (IHSS) or other agency. Provide guidance to consumer on the interview process, reference review, how to train them to their specific needs, and if necessary terminating their service. Follow up at 30/60 and 90 days to insure quality of services; 

ILS Job Description 

  • Provide support for transitional age youth and adults transitioning from a nursing facility to community setting; 
  • Independent Living Skills Training which may include money management, cooking, cleaning, transportation, social interaction, access to community services; 
  • Provide 1:1 peer mentoring, make referrals to RSI’s group classes, coordinate the efforts of volunteer peer mentors or redirect individuals to other community collaborators; 
  • Facilitate RSI’s youth program in the High Desert, work with youth leaders to coordinate meetings and activities. 
  • Ability to teach self-advocacy, empowering consumers to advocate for themselves. 

Record and track progress of all consumer information in CIL Suites (RSI’s consumer database) as well as maintain required written consumer service records. 

Provide written quarterly reports and special reports on the quantity and scope of work and information as requested by the IL Programs Manager and/or Executive Director; 

Participate in monthly staff meetings, ad-hoc in-service training programs, outreach events and other assigned activities or duties; 

Inform parents of children and youth with disabilities of their rights in the IEP process; make yourself available during the IEP if consumer and parent wishes. Utilize systems change advocate when needed; 

Outreach; responsible for gathering appropriate materials for specific outreach activities including easy-up, power-point and handouts. 

Dependable transportation for travel throughout the service area and occasionally other parts of the State of California; 

Proficient knowledge in the use of computers, Microsoft Office Software (including PowerPoint), proficient in CIL Suites a plus; 

Will attend occasional educational teleconferences and web conferences as required. Must keep confidentiality of your consumers; Must be willing to work some weekends.

ILS Job Description 

Minimum Qualifications 

Associate of Arts Degree or 2-years work experience in a related field and/or life experience with disabilities. Bachelor’s Degree preferred. 

Required Skills 

  • Ability to use good judgment and discretion; 
  • Ability to maintain confidentiality; 
  • Ability to work independently with a moderate amount of supervision; 
  • Ability to follow written or verbal instructions clearly; 
  • Ability to remember detailed information pertaining to program procedures; 
  • Time management is critical; ability to maintain your calendar, be on time for appointments and meeting task completion deadlines; 
  • Strong conflict resolution and problem solving skills 
  • Be a team player and willing to support the leadership in achieving its mission and values. 

Desired Skills 

  • Must demonstrate knowledge of the Independent Living movement, and Philosophy; 
  • Knowledge of the services and community based organizations in San Bernardino County; 
  • Disability etiquette skills; 
  • Peer counseling skills a plus; 
  • High degree of skill in written and oral communication; 
  • Excellent telephone protocols 
  • Bi-lingual, English/Spanish or ASL a plus 
  • Public Speaking a plus 

Physical Demands 

The physical demands may vary. Travel throughout the greater San Bernardino, County, as well as occasional trips throughout the state for meetings are required. Requires working at a desk or computer for long periods of time.

Work Environment 

The noise level of the office working condition is low to moderate. Outreach activities are mostly outdoors. Moderate amount of local and regional travel. Occasional airline travel for special events or conferences. Low to moderate stress level.
